House Bill 04-1017:
Graduated Driver’s License

In early 2004, Colorado law was changed concerning when, and under what conditions, a young person can obtain a driver's license. Below is a summary of the new law.

Anyone under the age of 18 must now hold a permit for at least 12 months (1 year) unless the applicant turns 18 prior to the end of the 12 months.

Instruction permits will expire three years from the date of issue unless the applicant turns 18 prior to the end of the three years.

Driver Awareness Permit
(15 years, 6 months)
Regular Instruction Permit
(16 years, 0 months)
You must:
  • Be enrolled in an approved Driver Education Course
  • Obtain signature from parent or legal guardian
  • Take a written test
You must:
  • Complete a Driver Awareness Program
  • Obtain signature from parent or legal guardian
  • Take a written test
No Driver Education/Awareness course is required, but you must still:
  • Obtain signature from parent or legal guardian
  • Take a written test
